VISION
To become the instrument of the Provincial Government in achieving its goal of improving the quality of life of our people by providing a safe, peaceful and progressive agricultural community in a culturally and ecologically balanced environment.

MANDATES
The Provincial Governor’s Office exercises general supervision of all offices or functional divisions of the executive branch, as well as the appropriate powers provided for under Section 22 of the Local Government Code of 1991. It also takes control over all programs, projects and activities of the provincial government and enforces all laws and ordinances relative to the governance of the province. This office is headed by the Provincial Governor herself who is an elected official.
In promoting the general welfare of the people, the Office of the Provincial Governor shall provide for a continuous system of development programs to fulfill the following mandates as the province treads its path towards total economic development.
- To direct and provide executive leadership for the formulation of the Provincial Development and Physical Framework Plan, Provincial Governance Reform Roadmap, Provincial Food Security Plan, Provincial Nutrition and Action Plan, Provincial Peace and Order and Public Safety Plan, LDS Tourism Master Plan, etc., and upon approval thereof by the Sangguniang Panlalawigan, implement and ensure the efficient and effective provision/delivery of services as contained in the those plans for the people’s welfare and benefit;
- To initiate and propose legislative measures to the Sangguniang Panlalawigan and as often as may be deemed necessary, provide such information and data needed or requested by said Sanggunian in the performance of its legislative functions;
- To execute provincial and national government policies and programs;
- To coordinate and integrate the efforts of all local government agencies in the implementation of provincial plans and objectives;
- To consolidate budgetary proposals, analysis and income and expenditure patterns of all the different local government units and formulate fiscal plans and policies in the province;
- To promote and maintain an effective and responsible personnel administration to meet the increasing demands of public service;
- To strengthen and reorganize all local special bodies, councils, committees and boards; and direct/ supervise the continuing study and analysis of the internal organization and management practices with the end in view of instituting effective administrative reforms;
- To monitor and provide assistance, financial or otherwise, from the private entities to supplement the efforts of the government in enhancing miscellaneous civic action activities throughout the province;
- To bring the thirty nine municipalities and one component city of Lanao del Sur actively into the stream of development process through seminars and development planning techniques, community development and personnel programs;
- To monitor or visit component city and municipalities of the province to deepen the understanding of problems and conditions, listen and give appropriate counsel to local officials and inhabitants, inform the officials and inhabitants of component cities and municipalities of general laws and ordinances which especially concern them, and otherwise conduct visits and inspections to ensure that the governance of the province will improve the quality of life of the inhabitants;
- To direct and supervise the preparation and implementation of programs, projects and activities on cultural affairs and tourism promotion and development in the province as a means to improve revenue sources of local government;
- To strengthen the operation of the Provincial Disaster Risk Reduction and Management Office by adopting a proactive approach in addressing concerns to reduce the vulnerabilities of the people of Lanao del Sur to disasters and enhance their resilience to man-made and natural calamities; To establish an efficient infrastructure network for the province as support to a projected increase in agricultural production and to serve the needs of growing population; and
- To improve the health and sanitation services of the province in answer to the increasing demands of the people and as complementary program to other major development projects of the government.
